The tiny city-state of Monaco is becoming so full of people that the newest luxury development is being built in the sea.

The sovereign state’s building challenge over the water will feature luxury apartment blocks, public facilities, a one-hectare park, as well as a marina and pedestrian wharves.
The development will see and extra six hectares of space added to the popular location in the South of France in the Riviera.
“We are very pleased to have the opportunity to take part in the development of the Principality of Monaco by way of this new land reclamation project,” Bouygues Construction CEO Philippe Bonnave said in a statement, noting that the project would aim for “the highest ambitions with respect to sustainable development and environmental protection.”
The development will be constructed by filling 85-foot tall watertight chambers filled with some 11,000 tons of cement, Global Construction Review reported. These chambers, also called caissons, are often used for construction of piers and other sea projects.
Monaco is perhaps best known to visitors for its casinos, tax havens and of course, Grace Kelly, who became princess of the principality after marrying Prince Rainier III in 1956. It mixes 15th century frescoes and ancient chapels with top class restaurants and yachting facilities, making it a sought after tourist destination.
